The A. C. Gilbert Co. produced simple quartering tools for use by their repair shops when there was a need to replace drive wheels on steam engines. On the AF steamers, as on the real thing, drivers on one side of the engine are mounted approximately 90-degrees forward of those on the opposite side of the engine.
Shown below are the original Gilbert Instruction Sheets for the use of the 6-wheel tool. The other tools are used in the same way.
